The Program is not against vaccinations. Congress also intended that there be wide spread awareness of the Program, along with easy and affordable access to making a claim. To achieve that purpose, a person can pursue a claim with the help of a lawyer, whose fees—if there is a reasonable basis for the claim—are paid by the Program.
